What is TRPA in Lake Tahoe?

Tahoe Regional Planning Agency (TRPA) in Lake Tahoe is a governmental agency that was set forth in the 1980's to establish a balance between the natural environment and the human-made environment.

Over a hundred years ago, conservationists voiced concerns about the impacts of logging, ranching, and tourism on the Lake Tahoe environment.  Their idea to make Lake Tahoe a national forest didn't gain wide support in Washington D.C., primarily because there was already land that was privately owned and had been developed or logged in Lake Tahoe Basin.

That didn't stop the conservationists to continue lobbying for environmental protection.

In the late 1960s the California and Nevada governors and lawmakers approved a bi-state Compact that created a regional planning agency to govern development in Lake Tahoe.  In 1969, the United States Congress ratified the agreement and created the Tahoe Regional Planning Agency (TRPA) in Lake Tahoe.

In 1980, The Compact was revised which gave TRPA the authority to adopt and to enforce ordinances of environmental quality standards called thresholds.  The thresholds were then adopted in 1982 by the TRPA Governing Board.

In April 1984 the Governing Board adopted a long-range regional plan.  The same day, two parties filed suit in a federal court claiming they were not convinced the plan would adequately protect the Lake Tahoe environment.  In 1987, the lawsuit was settled and the TRPA adopted the Regional Plan which is still in effect today.
